…t of the investment regardless of the trade resulting in a profit/loss, then I don’t see a scenario where this wouldn’t grind investment to a halt.

For example if you sold $1 million worth of Stock you pay $1,000 in this tax. Seems pretty reasonable. No one is not going to sell to avoid 0.1%
